There are few applications out there these days which can stand up to The GIMP, the GNU Image Manipulation Program. Its interface is not too far of a stretch from Adobe® Photoshop®, and using a tool called PSPI, many users have been able to use Photoshop® plugins along with the GIMP.

The GIMP is available in a great number of languages. The latest English version (2.6) for the Mac Intel / PPC OS is available here [gimp.org].
